II. PROJECT DESCRIPTION <br /> A. PROTECT OBJECTIVES <br /> The City of Stockton Department of Public Works(DPW)is seeking to expand the Austin Road <br /> Landfill as a long-term disposal facility. The Austin Road Landfill is used strictly for disposal of <br /> the City of Stockton's waste,and is permitted as a Class III landfill. The City has determined <br /> that the current fill area north of Little Johns Creek,will reach its permitted capacity by 1997(R. <br /> W. Beck and Associates, 1992). In accordance with State and San Joaquin County goals,the <br /> City proposes to expand its waste storage capacity at the landfill in a manner consistent with <br /> recent federal and State landfill construction and maintenance requirements. <br /> B. SITE DESCRIPTION <br /> PROJECT LOCATION AND CURRENT LAND USES <br /> The Austin Road Landfill is located on the west side of Austin Road,approximately 8,000 feet <br /> south of Arch Road. It occupies the northwest quarter and northern half of the northeast quarter <br /> of Section 3,Township 1 North,Range 7 East,Mount Diablo Base and Meridian. There is a <br /> one-lane bridge that directly connects the 45 acre excavation area(borrow pit)with the 124 acre <br /> active area of the landfill. Together these 169 acres make up the region permitted to be used as a <br /> landfill. The solid waste facilities permit(SWFP) no. 39-AA-001 dated February 1, 1983 <br /> permits the landfill for 187 acres,where 1.5 acres is used for Newcastle Road right-of-way and <br /> 16.5 acres is dedicated as a flood control easement for Little Johns Creek. A landfill gas <br /> collection system and power plant were installed at the landfill in 1986. The power plant is <br /> located in the northwest corner of the landfill, as is a trailer home and storage shed. <br /> The site occupies assessor's parcel numbers 201-060-01 and 201-060-05. The land within the <br /> Austin Road Landfill property boundary is not yet zoned by the City of Stockton. The DPW <br /> intends to file an application with the City of Stockton Department of Community Development <br /> Planning Division to zone the current area public lands(P-L)with the provisions for a solid <br /> waste facility. <br /> 111.1 <br />
