H. Project Description <br /> The scale operator would screen waste loads by asking questions and visually inspecting <br /> incoming loads. The scale operator would be looking for unacceptable loads and evidence of <br /> potentially dangerous wastes,such as: <br /> • containers-with warning labels; <br /> • sealed drums; <br /> • leaking containers; <br /> • wastes with strong and/or unusual odors; <br /> • sludge;and <br /> • "hot-loads" (waste that may be burning or smoldering at delivery). <br /> If prohibited or dangerous wastes are identified by the scale operator,the vehicle containing the <br /> waste is refused entrance to the landfill. <br /> The equipment operator at the active landfill face must also be able to recognize prohibited and <br /> dangerous wastes. When such wastes are identified,the equipment operator makes note of the <br /> entity responsible for delivering the waste to the landfill,if known. The waste should then be <br /> moved to the temporary hazardous waste storage area until proper disposal can be arranged. If <br /> the waste in question is thought to be hazardous,proper handling procedures must be followed, <br /> as described later in the Public Health and Safety section of this EIR. If the waste moved to the <br /> temporary hazardous waste storage area is proven to be hazardous,the City would contract with a <br /> properly licensed hazardous waste hauler to ensure that state and federal regulations for the <br /> transportation and disposal of the hazardous wastes are followed. <br /> If the entities responsible for generating and delivering unacceptable wastes are known,they <br /> would be notified that the wastes were illegally disposed of,and would be charged for additional <br /> analysis and disposal costs as incurred. If the delivering entity is unknown,the City would incur <br /> the clean-up costs. <br /> In addition to the screening of wastes,City staff would examine one or two incoming waste loads <br /> on a random day each week. <br /> Upon selecting a random load for inspection,the following information would be recorded onto a <br /> Load-Checking Data Sheet: <br /> I1.22 <br />
