H. Project Description <br /> It should be noted that a final cover similar to the one describe above will be placed on top of the <br /> existing landfill within a few years. <br /> Most of the landfill structures would be removed during closure. The scale would be removed, <br /> the scale house would be utilized for storing records, and the temporary hazardous waste storage <br /> area would be dismantled. The PEn facility would be responsible for dismantling and removing <br /> its equipment when the plant is no longer economically viable. <br /> POST-CLOSURE MAINTENANCE <br /> As required by the California Integrated Waste Management Board(CIWMB)and the State <br /> Water Resources Control Board(SWRCB),DPW would maintain and monitor the site for a <br /> minimum of 30 years after the last phase has been closed or for as long as the waste poses a <br /> threat to public health and safety and the environment. The regulations require that financial <br /> assurances be put into place at the beginning of landfill operations to fund the closure and post- <br /> closure maintenance period adequately. The proposed leachate collection system, surface water <br /> control system,and landfill gas control system would serve the closed landfill. <br /> At some point during the post-closure period, it is reasonably foreseeable that-the leachate <br /> holding facility would be closed. Until the landfill stops generating leachate,it would remain <br /> open and in use for leachate collection. Closure plans would be prepared at the time of proposed <br /> closure;these would require the approval of the Central Valley RWQCB. The time the facility <br /> would have to implement post-closure maintenance is unknown,but is anticipated to be for at <br /> least 30 years after landfill closure. <br /> The final cover,drainage system,leachate control system,gas monitoring and control system, <br /> groundwater monitoring system and final grading would be inspected once a month and after any <br /> significant storm to check the integrity and effectiveness of the above mentioned items. Repairs <br /> would be made as necessary to correct the effects of settling,subsidence,erosion or other events. <br /> Leachate quantity and quality would be monitored quarterly or whenever groundwater samples <br /> would be taken. Landfill gas would also be measured on a quarterly basis. Any problems would <br /> be reported to the Local Enforcement Agency(LEA)and CIWMB and actions would be taken to <br /> resolve the problem. <br /> While a specific proposal for the post-closure period has yet to be developed,DPW has indicated <br /> that post-closure plans would be for the site to become open space without public access. <br /> II.36 <br />
