Il. Project Description <br /> Groundwater monitoring wells would continue to be used to monitor site groundwater during the <br /> post-closure maintenance period. As part of the application for a solid waste facilities permit,the <br /> sponsor must prepare a preliminary post-closure plan. The final post-closure maintenance and <br /> monitoring plan is not required to be prepared until 24 months prior to landfill closure. <br /> D. USE OF THIS EIR BY OTHER AGENCIES <br /> Several local,state,and federal agencies exercise discretionary approval over the expansion of <br /> the landfill,either directly through the issuance of permits or indirectly through the development <br /> of design and operational guidelines. <br /> The Austin Road Landfill is currently regulated under two operating permits: the Regional <br /> Water Quality Control Board(RWQCB)issued Waste Discharge Requirements,Order No. 90- <br /> 122(1990); and the San Joaquin County Public Health Services issued Solid Waste Facility <br /> Permit, number 39-44-001. <br /> As the public agency principally responsible for approving the project,the City of Stockton <br /> Department of Community Development Planning Division is considered the Lead Agency under <br /> CEQA, and is responsible for reviewing and certifying the adequacy of this EIR. However, a <br /> number of other agencies are expected to have an interest in the proposed project. Some <br /> interested agencies have discretionary authority over aspects of the project;these are considered <br /> Responsible Agencies under CEQA. These Responsible Agencies will also consider the <br /> adequacy of this EIR as it relates to any action in which they have discretionary approval power <br /> over the project. Agencies expected to have an interest in the proposed project are as follows: <br /> • The City of Stockton; <br /> • San Joaquin County Public Health Services; <br /> • San Joaquin Unified Air Pollution Control Board; <br /> • Central Valley Regional Water Quality Control Board; <br /> • California Integrated Waste Management Board; <br /> • California Department of Fish and Game; <br /> • United State Army Corps of Engineers; <br /> • State of California Reclamation Board; <br /> • San Joaquin County Flood Control and Water Conservation District;and <br /> • Federal Aviation Administration. <br /> II.37 <br />
