El Dorado Street <br /> caste Stockton, California 95202 <br /> Janagement <br /> 3oard SUBJECT: Alternative Daily Cover(ADC)Using Processed Green Material at <br /> 800 Cal Center Drive the Austin Road Landfill(39-AA-0001)and French Camp Landfill <br /> Sacramento, CA 95826 (39-AA-0002) <br /> 916)255-2200 <br /> Dear Mr. Chen: <br /> California Integrated Waste Management Board(CIWMB) staff have reviewed <br /> the City of Stockton's (City)ADC Demonstration Project Final Report, dated <br /> June 1997, and revisions received by Board staff on July 17, 1997, for the subject <br /> facilities. The final report concludes that processed green material can function as <br /> suitable daily cover at the facilities and was shown to be suitable for continued <br /> use as an ADC. <br /> As the enforcement agency, CIWMB staff conducted weekly and periodic <br /> inspections during the demonstration project. Based on the monitoring results, <br /> CIWMB staff concurs with the City's determination that processed green material <br /> (and geosynthetic blankets used as a back-up ADC at the Austin Road Landfill) <br /> can meet the functional criteria of earthen cover material. <br /> Although problems did occur during the demonstration project, the City was <br /> responsive in making improvements to maintain compliance with daily cover <br /> requirements. The improvements are reflected in the final report. Please continue <br /> to ensure that the use of ADC at the facilities is in compliance with Title 27, <br /> California Code of Regulations, section 20680 and that the ADC operations <br /> reflect activities successfully tested. <br /> The City has requested the ongoing nonexperimental use of ADC at both <br /> facilities. CIWMB staff reviewed the respective Solid Waste Facility Permits <br /> (SWFP) in conjunction with the final report/Report of Disposal Site Information <br /> (RDSI) amendment to detennine what, if any, SWFP action is required to reflect <br /> the ongoing use of ADC. After reviewing the RDSI amendment and governing <br /> SWFPs, the following determinations have been made to reflect the ongoing <br /> nonexperimental use of ADC at the respective facility: <br />
