Final Report .
s s:
1 3 1997
AUSTIN ROAD LANDFILL
Since Finding I.F. of the Austin Road Landfill SWFP specifies that the working face be covered
with six inches of soil at the end of each operating day, the SWFP will need to be updated to
reflect the ongoing use of ADC. CI WMB staff is aware that the City is compiling a complete
application package to revise the SWFP for a planned expansion as well as incorporate the
ongoing use of ADC. It is CIWMB staffs understanding that an application to revise the SWFP
will be submitted by the end of August 1997. With this in mind, the City may continue to utilize
processed green material and geosynthetic blankets (for back-up) as ADC while the SWFP*
application is being processed. The final reporvRDSI amendment, which includes the ADC
operations plan, will be included as Appendix T of the 1996 RDSI.
FRENCH CAMP LANDFILL
The RDSI amendment is adequate for the ongoing nonexperimental use of processed green
material ADC at the French Camp Landfill. No SWFP action is required at this time since the
following criteria have been met:
> the proposed change is consistent with applicable certified and/or adopted CEQA
documents;
> the proposed change is acceptable and consistent with state minimum standards;and
> the change does not conflict with the terms and conditions in the current SWFP.
The final report/RDSI amendment will be appended to the 1993 RDSI.
If you have any questions regarding this matter, please contact Jeff Hackett at (916) 255-3822.
Sincerely,
Dorothy Rice
Deputy Director
Permitting and Enforcement Division
cc: Steve Rosenbaum, Central Valley RWQCB
s:\lea-ea'•39`adcfinrprtapp.doc
