The WR/IU is poorly covered, <br /> unlined, and during the rainy season actively discharges leachate as surface seeps and to groundwater. <br /> Early construction of an intermediate cover will prevent rainwater from infiltrating the waste and should <br /> prevent future discharges of leachate. Construction of an intermediate cover may proceed as part of a <br /> remediation effort under the requirements of State Water Resources Control Board Resolution No. 92- <br /> 49. A work plan with a grading plan and time schedule for completion of the intermediate cover must be <br /> submitted to the Regional Board by 1 April 2001. <br /> Title 27 Section 21780((4)(1) CCR requires that partial final closure and postclosure maintenance plans <br /> shall be submitted 2 years prior to the anticipated date of closure. Early closure of the WMU and <br /> construction of an intermediate cover as a remediation effort precludes the two-year lead-time for <br /> submittal of the plan. Complete partial final closure and postclosure maintenance plans for the Austin <br /> Road WMU should be submitted by 1 June 2001 for review by board staff. <br /> -Closure of the Austin Road WMU, implementation of a program to remediate groundwater.pollution, <br /> and Forward Inc.'s plans for future operations at the Austin Road facility represent significant changes to <br /> the Austin Road facility.
