(CASE NO. 2148)
Enclosed is a copy of the Inspection Report from the 23 August 2000 inspection of this facility. The
facility has a history of problems during the rainy season. In the 1999—2000 season several leachate
seeps were observed in the landfill sidewalls, ponds developed on the top deck, most of the side slope
down drains failed with resulting erosion damage to the sidewalls, and erosion in Littlejohns Creek
undercut the south access road and threatens to undercut the landfill. The City responded to these
problems by repairing the leachate seeps and the worst erosion damage to the sidewalls. However, the
following areas of concern remain at the landfill:
1. Last year the side slope down drains were washed-out resulting in local erosion of the side slope
cover. The down drains may need to be replaced with larger diameter pipe and the inlet areas
need to be repaired. Local areas of erosion damage to the side slope need to be repaired and
re-vegetated.
2. A large depression has developed in the gas extraction area. Parts of the gas extraction system
may have to be temporary removed, the depression filled and graded, and the gas extraction pipes
replaced.
3. Erosion in Littlejohns Creek has undercut parts of the south perimeter access road and if allowed
to continue it will undercut the landfill. The undercut areas that threaten the landfill must be
protected from further erosion before start of the rainy season.
4. The south perimeter drainage ditch needs to be cleaned out.
Waste Discharge Requirements Order No. 96-175 Discharge Specification B. 12. requires that:
Annually, prior to the anticipated rainy season, any necessary erosion control measures shall be
b
implemented, and any necessary construction, maintenance, or repairs ofprecipitdtion:and-drainage
controlfacilities shall be completed to prevent erosion orflooding of the site and revent fur.
FACILM c in or percolating through wastes.
!GI TO F{ r -
smam BY I __.DATE
SEP - 5
To 2000
PY
PY TO California Environmental Protection Agency
=Y TO
!b Rorvrlcrl Pnnar
