Civil <br /> liability may be administratively imposed by the Board in an amount that shall not exceed one thousand <br /> dollars ($1,000) for each day in which the violation occurs. <br /> Staff understands that there is an ongoing ownership transfer of the landfill between the City of Stockton <br /> and Forward Inc.
