Stockton, San Joaquin County <br /> CONTACT(S): Mike Miller and Butch Stefani <br /> INSPECTION DATE: 23 August 2000 <br /> INSPECTED BY: Ross Atkinson <br /> ACCOMPANIED BY: Butch Stefani and Curt Fujii <br /> SUMMARY: Leachate seeps, erosion scars and some pond areas have been filled. Remaining work <br /> includes: install new down drains, fill remaining low area on the top deck, grade top deck so that water <br /> drains to drainage inlets, and install rip-rap to selected areas of Littlejohns Creek. <br /> BACKGROUND: The facility is temporally closed and has not taken waste since fall of 1999 pending <br /> the ongoing transfer of ownership to Forward Inc. The site has a history of wet weather problems <br /> including: discharge of leachate, development of low areas on the top deck that collect and pond <br /> rainwater, failure of side slope drainage structures with related erosion of interim cover on the side slopes, <br /> and encroachment of Littlejohn Creek on the south margin of the landfill. <br /> OBSERVATIONS AND COMMENTS: Much of the damage from last seasons rains have been repaired. As <br /> noted below, some outstanding items need to be completed before the start of the next rainy season. <br /> LEACHATE SEEPS: The leachate seeps that developed during the last wet season on the north, south <br /> and west side slopes have been repaired. The repairs appear to be adequate and cover vegetation is bein <br /> re-established. <br /> SIDE SLOPE DOWN DRAINS: Many of the side slope down drains were washed out by heavy rains last <br /> season with resulting local erosion of the side slope cover. All the down drains will be replaced with <br /> larger diameter pipe and the inlet areas re-graded. Areas of significant erosion to the cover have been <br /> repaired; some areas of shallow rilling of the cover remain and need to be repaired. <br /> MAINTAINCE OF TOP DECK: The two large ponds that developed on south side of the top deck have <br /> been filled and vegetation established. The large depression developed in the gas extraction area on the <br /> north side of the deck will be filled and graded when the gas extraction piping has been temporally <br /> removed. Some grading of the top deck will be necessary to move water to down drain inlets. <br /> LITTLE JOHNS CREEK: Last season erosion in the bed of Littlejohns Creek undercut parts of the south <br /> access road and if unchecked threatens to undercut the landfill with resulting release of waste. Riprap <br /> needs to be installed in selected areas to the stream to protect the banks from further erosion. Repairs to <br /> Approved: <br />
