(CASE N0. 2148) <br /> We have reviewed the First Quarter 2000 Monitoring Report submitted on 17 April 2000 for the Austin <br /> Road Landfill. The enclosed Monitoring Report Compliance Checklists summarizes our comments on <br /> the report. We found that the report was complete. <br /> During the First Quarter 2000 several landfill run-off control facilities failed. Low areas developed on <br /> the top deck allowing rainwater to collect in ponds and infiltrate through the interim cover, several of the <br /> down drains were damaged and needed to be•repaired, erosion of the side slopes exposed waste in <br /> several places and the south perimeter drainage ditch developed low areas in which rain water ponded <br /> and overflowed. Several leachate seeps developed in the landfill side slope. There is no evidence that <br /> waste or leachate were released to surface water. The City is re-grading parts of the top deck,repairing <br /> down drains, erosion scars and leachate steps. <br /> Also noted on the checklist, five monitor wells and two private water wells contain VOCs. The existing <br /> groundwater extraction system is not successfully containing the contaminant plume. We have <br /> requested that the Corrective Action Plans be revised to cleaning up groundwater.
