Following is a description of the project, agency background information, and comments on <br /> the proposed project and ND content. <br /> Proposed Project Description <br /> The City of Stockton's(City) 182.5-acre ARLF has been operated by the City since 1960 to dispose of a <br /> major portion of the City's Municipal Solid Waste(MSW). The landfill is located east of Austin Road <br /> and two miles south of Mariposa Road,outside the contiguous city limits of Stockton to the southeast. <br /> The City, acting as lead agency,developed an expansion plan for the ARLF,and completed and certified <br /> an Environmental Impact Report(EIR)on the proposed expansion on September 6, 1994. <br /> The expansion proposal is the same as that analyzed in the 1994 EIR. It includes the following: <br /> ■ Vertical expansion and horizontal expansion of the landfill onto the existing borrow pit and an <br /> additional 73 acres south of the existing landfill; <br /> ■ A new borrow pit and new space for future composting and Materials Recovery Facility(MRF)north <br /> . of the existing landfill; <br /> ® 17 acres of wildlife habitat and floodplain; and, <br />
