(CASE IVO. 2148)
The Draft Groundwater Corrective Action Engineering Feasibility Study (FS) was submitted in April
1999 for RWQCB review. Since that draft report there has been no further progress on a revised
corrective action plan to capture and clean up the groundwater plume at the Austin Road Landfill. We
understand that Austin Road Landfill will be sold to Allied Waste North America and feel that this is a
1?ood time to coordinate the completion of the FS and the implementation of revised corrective action
plan.
We request that the City of Stockton and Allied Waste jointl,,., submit a status report on the FS with
recommendations for its completion by 1 March 2000. The status report should include a clear
statement of who will be responsible for completing the FS and implementing corrective action. We
request that the revised FS be completed by 15 April 2000. A proposed schedule for implementing
corrective action should be attached to the FS.
The existing Waste Management Unit (WMU) LF-1 is unlined and is actively releasing contaminants to
groundwater. Closing and capping the WMU as soon as possible should be considered as part of the
revised corrective action.
If you have any questions please call me at (916) 255-3116.
Ross D.
