Austin Road Landfill <br /> Wet Weather Preparations <br /> Page 2 of 2 <br /> -As indicated on Page 2 of the Plan,the top deck-soil-berm was to-be`re-compacted aldng the - -_ <br /> inside surface in order to minimize liquid infiltration--a id poteirtial eroscon In eno �T e_ <br /> inside surface of the berm was not compacted..--- <br /> > <br /> ompacted -- =- __- ---- <br /> Page 5 of the Plan indicates that vegetative growth/erosion control has been accomplished by <br /> spreading hay on all surfaces that will not be used for disposal operations prior to the onset of <br /> the rainy season. No erosion control measures(spreading of hay)have been applied on the <br /> slopes above(south)the leachate holding tank or on the last-lift(northwest portion of the Cop-- <br /> deck). Since no disposal operations are planned for the 1999/2000-rainy-seasons all surfaces - <br /> should be adequately protected to minimize erosion. <br /> Grading of Fill Surfaces <br /> ➢ The area south of the winter pad needs to be graded to promote the lateral runoff of _ <br /> precipitation and prevent ponding(Photo 9). The central portion of the top deck of the <br /> landfill(adjacent to the primary landfill gas extraction well field) is not adequately graded to <br /> promote the lateral runoff of precipitation and-prevent-ponding. Board staffs 10/21/99 - - <br /> Disposal Site Inspection Report,requested that this concern be correct cd by 11/1/99(Photo <br /> 10). <br /> As noted in the Plan's cover letter,the landfill temporarily ceased disposal operations as of November 1, <br /> 1999,and the City has contracted with Allied Waste to perform site maintenance during the 1999/2000 <br /> wet weather season. All of the above concerns need to be addressed as soon as possible,but no later than <br /> November 19, 1999. Board staff will evaluate the City's progress to address these concerns at the time of <br /> their November 1999 monthly inspection. In addition,the perimeter fence north of(groundwater), <br /> Extraction Well 1 (EW-1)needs to be repaired(Photo 11). All of the aforementioned concerns were <br /> discussed with Mr.Nisperos at the time of the site visit. <br /> Pictures from the site visit as well as a map illustrating the points of concern are attached.
