El Dorado Street <br /> Stockton,CA 95202 - - <br /> SUBJECT: Wet Weather Preparations for the Austin Road Landfill,Facility No. 39-AA-0001 <br /> Dear Mr.Miller: <br /> On November 2, 1999,California Integrated Waste Management Board(Board)staff conducted a site <br /> visit of the Austin Road Landfill, in conjunction with Ross Atkinson of the Central Valley Regional <br /> Water Quality Control Board and Phil Nisperos of the City of Stockton,to evaluate wet weather <br /> preparations at the landfill. Board staff continue to have several concerns regarding wet weather <br /> preparations at the landfill, including: <br /> Drainage and Erosion Control <br /> ➢ The proposed work to convey stormwater flow in the southern drainage channel to the <br /> detention basin has not been completed. There remains several areas along the drainage <br /> channel where stormwater will not flow to the detention basin. The priority regions as <br /> detailed on Figures 2 and 3 of the Wet Weather Operations Plan(Plan),dated October 29, <br /> 1999, have not been completely addressed. In particular,areas B,C, D,E,and F require <br /> additional work to correct the high and low points that exist along the drainage channel. <br /> (Photos 1-6). Page 2 of the Plan indicates that small drainage pipe was used in lieu of <br /> earthmoving operations to convey stormwater flow. No such drainage pipe was observed. <br /> Board staffs 10/21/99 Disposal Site Inspection Report, requested that this concern be <br /> corrected by l l/1/99. <br /> The addition of a downdrain northeast of the last lift development(working face)should be <br /> installed. As the last lift was being filled,a swale was formed which has created the potential <br /> for erosion on the slope(Photo 7). Compaction of the intermediate cover is also needed in <br /> this area(Photo 8). <br /> There are no inlet structures to direct the-runoffinto the-downdmins-,-whieh-eould-lead--to — <br /> erosion and"undercutting"of the downdrains,as well as ponding of stormwater.
