El Dorado Street COPY TO <br /> Stockton,CA 95202-1997 <br /> CITY OF STOCSTONAUSTIN ROAD LANDFILL,SAN JOAQUIN COUNTY(CASE NO. 2148). <br /> Enclosed are copies of recent inspection reports for your facility.Repairs to the slope on the northeast <br /> side of the landfill and many erosion control and drainage improvements were made over the past year. <br /> These features should improve the landfill's wet weather performance this winter. However, several <br /> areas of concern remain at the landfill. These concerns include maintenance of the southern perimeter <br /> drainage channel,perimeter road improvements, stream channel erosion,low areas on the landfill's top <br /> deck, and the adequacy of interim cover soil. I understand that the facility's wet weather operations plan <br /> is currently being drafted and will be submitted in late September. If these concerns are not addressed in <br /> the plan and corrected promptly,the City may violate the facility's Waste Discharge Requirements <br /> (WDRs)Order No. 96-175 during the upcoming rainy season. <br /> The perimeter drainage channels are intended to convey storm water from the landfill to the storm water <br /> pond at the west end of the landfill. The ditch along the southern perimeter of the facility is not graded <br /> to drain over the entire length of the channel. This results in ponded water along the channel that must <br /> be pumped to the storm water pond or risk overflow into the nearby North Fork of South Littlejohns <br /> Creek. <br /> Discharge Specification B.10 in Order No. 96-175 requires that: <br /> "Precipitation and drainage control systems shall be designed, constructed and maintained to <br /> accommodate the anticipated volume of precipitation and peak flows from surface runoff under <br /> 100-year,24-hour precipitation conditions." <br /> In addition,Discharge Specification B. 12 requires that: <br /> "Annually,prior to the anticipated rainy season,any necessary erosion control measures shall be <br /> implemented,and any necessary construction,maintenance,or repairs of precipitation and <br /> drainage control facilities shall be completed to prevent erosion or flooding of the site and to <br /> prevent surface drainage from contacting or percolating through wastes." <br /> The City is also required to comply with the Standard Provisions and Reporting Requirements <br /> referenced in Provision D. 1 of the facility's WDRs.The Standard Provisions require that: <br /> California Environmental Protection Agency <br /> o�Recycled Paper <br />
