During my inspection last-week I saw <br /> considerable progress in preparation for wet weather operations. However, a numb tasks remain to <br /> be completed. These include maintenance of perimeter drainage channels,in. l�tion of down drains on <br /> side slopes,localized repair of erosion damage and completion of hay placement on side slopes. <br /> Another area of concern is cover soil on the landfill. The landfill's waste discharge <br /> (WDRs)require compliance with Standard Provisions and Chapter 15 (now Division 2, Title 27) [see <br /> WDR Provisions D.1. and D.2.]. The Standard Provisions that require that during the rainy season, a <br /> minimum one-foot thickness of low permeability soil be maintained over all but the active disposal area <br /> of the landfill. Title 27, §20705(b) requires that intermediate cover be designed and constructed to <br /> minimize percolation of liquids through wastes. <br /> Broad areas of the landfill's top deck are covered with intermediate cover that consists of loose, silty <br /> soil. This intermediate cover was not constructed in a manner necessary to produce low permeability and <br /> to minimize percolation through wastes. The numerous leachate seeps experienced at the landfill last <br /> winter is additional evidence that the intermediate cover is not minimizing percolation,My conclusion is <br /> that a general lack of compactive effort and lack of moisture conditioning during construction resulted in <br /> the placement of soils that do not meet the requirements for intermediate cover. <br /> The condition of intermediate cover soil should addressed before the rainy season begins. The City <br /> needs to reconstruct those areas of intermediate cover that do not comply with the WDRs. The City also <br /> needs to demonstrate that intermediate cover is designed and constructed in compliance with the WDRs. <br /> Failure to bring the intermediate cover into compliance before the rainy season begins will result in a <br /> violation of WDRs and possible enforcement action by the Board. <br /> The groundwater treatment system was shut down last week due to mineral deposits clogging the filter <br /> media.
