Based on the comparisons m Table 1,the shredded green material is recommended as suitable for <br /> use in a pilot program at both Austin Road and French Camp Landfill. <br /> Section 1.3 Expected Performance <br /> Based on the following discussions related to each of the above criteria, The City of Stockton <br /> believes ground green material is suitable for use as cover material on the daily refuse working <br /> face area. <br /> Fires - Water trucks used in the disposal area for dust control are available to provide for the <br /> immediate extinguishing of any incoming load of refuse that is on fire,thereby prohibiting any <br /> visible burning material from disposal into the daily refuse cell. The dozer will be available to <br /> smother any fire at the active fill face with native soil. Because of the anaerobic conditions found <br /> in a compacted refuse cell, fires rarely occur in a completed cell. <br /> Infiltration of surface water runoff-Existing operations at both landfills combine design <br /> conditions and construction of the daily refuse cell to maintain a positive grade to divert water <br /> away from areas of active filling, thus avoiding contact between the proposed ground green <br /> material and surface water runoff. <br /> The green material alternative cover should control water movement to minimize moisture <br /> infiltration, leachate production, and erosion. During the heavy rain periods, the Covertech C- <br /> 440, would also be used as an alternative cover at Austin Road Landfill, in the event shredded <br /> green materials aren't accessible at the site. However,prior verbal approval from LEA staff is <br /> required before use of the Covertech C-440. <br /> Vectors -Vectors usually associated with landfill operations include rodents and flies. Previous <br /> studies indicate that while rats may on occasion be found in loads brought to the landfill, they do <br /> not survive the compacting process of the local collection truck or the compacting process at the <br /> landfill and are therefore not considered a problem with respect to emergence from daily cover <br /> material. <br /> Ensure sightly appearance-This will be closely monitored for compliance by the Landfill <br /> Operator and LEA inspectors. The refuse is trimmed to a flat surface prior to application of the <br /> alternative daily cover. <br /> Odor- Previous studies indicate that the yard and green material cover actually masked much of <br /> the refuse odors during its exposure period. Off-site odors as a result of using this material are <br /> not foreseen to be a problem. <br /> Section 1.4 Evaluation of Past Performance <br /> This section includes a discussion of past problems which may have been related to performance <br /> of the cover soils which have been used at the site and how the alternative cover would help <br /> alleviate the problems. <br /> At both landfills, due to the clay nature of the soil, it is difficult to move soil during the wet <br /> season. The City's Landfill Operator, Gambi Enterprises, Inc. (Gambi), will submit a <br /> 6 <br />
