Winterization Plan that will address all wet weather contingencies. The winter pads at Austin <br /> Road and French Camp have been upgraded in anticipation of handling green materials for ADC. <br /> The procedures outlined in this document will work equally as well in wet weather, as in dry, <br /> since the shredded green material will be stockpiled on the wet weather pad. <br /> Section 1.5 An indication that the use of the proposed alternative cover will not have <br /> associated problems such as dust odors. and/or leachate generation. <br /> Final determination of odor, dust and/or leachate generation problems will be identified. <br /> Analyses may suggest that unpleasant odors will be reduced, fugitive dust reduced due to <br /> reduction of soil use and no significant increase in leachate generation. <br /> Section 1.6 If the proposed material has not been shown to meet all of the functional <br /> requirements, then measures must be offered to mitigate the areas of <br /> concern. <br /> Proposed mitigation measures for areas of concern with regard to the functional requirements of <br /> the proposed alternative daily cover are as follows: <br /> Fire-Native soil fire breaks will be utilized every fourth row to mitigate the spreading of <br /> internal fires. The material to be land filled at French Camp will consist of street sweepings, <br /> plastic bags and other foreign materials removed from the grinding operation. Since the land <br /> filled materials will be a mixture of street sweepings,plastic and green waste, and at the end of <br /> each week soil will cover the working face, the potential for combustibility with a shredded <br /> green material cover will be reduced. <br /> Compaction - ground green materials act as a natural water repellent. It will only be placed on <br /> the working face in depths up to a maximum of twelve compacted inches. Also, fire lanes will be <br /> provided between stockpiles of green materials to the satisfaction of the Stockton Fire <br /> Department. <br /> Sloughing- Sloughing of cover material will not be applicable to this project based on the <br /> compaction and application of the green materials. Sloughing of green materials occur when the <br /> material is sufficiently dry and moisture evaporates. Based upon the procedure of grinding the <br /> material within 72 hours of receipt at French Camp Landfill and applying the material primarily <br /> on the side slopes at Austin Road Landfill within 72 hours of receipt, sloughing should not occur. <br /> If sloughing does occur, the City will instruct Gambi to cover with soil. <br /> SECTION 2 <br /> PROCESS DESCRIPTION <br /> Section 2.0 French Camp Landfill Site Plan <br /> The site plan for the processing green materials can be seen in Figure 1. Garden Refuse, Parks <br /> and Recreation, licensed landscape contractor vehicles will be directed to the southern portion of <br /> the site where a receiving area is located. West of the receiving area, an additional area is <br /> dedicated to sorting foreign materials from the green materials. A 20 cubic yard roll-off bin is <br /> 7 <br />
