located adjacent to the sorting area for the temporary storage of foreign materials. The tub
grinder is located in the northwest corner of the site.
Ground green materials will be discharged by conveyor to a stockpile area east of the grinder.
Transfer trailers will be loaded with shredded green materials south of the stockpile area. Vehicle
storage and parking will be provided along the eastern edge of the site. In addition, a small office
...will be located south of the parking area.
Section 2.1 Process Description
The Contractor will execute a five stage processing configuration for green materials received at
French Camp Landfill. a schematic diagram of the processing system can be seen in Figure 2. A
description of the processing system is as follows:
Receiving-all incoming green materials will be dumped in a designated receiving area. The
receiving area will be large enough to stockpile up to 600 tons of green materials. Multiple
unloading zones will be provided and delineated using a combination of traffic cones, colored
rope, and clearly marked signs. All materials received in this area will be processed within
seventy-two (72)hours of receipt.
Sorting-green materials deposited at the receiving area will be moved to an adjacent sorting
area using a rubber tired loader. A separate sorting area was chosen to prevent the possibility of
sorter injury in the receiving area In the sorting area, the green materials will be spread out to
facilitate sorting. A minimum of two hand sorters will be on site during working hours. Hand
sorters will be provided with and required to use safety equipment, such as: gloves, protective
glasses, and boots. The hand sorters will provide load checking of all materials being prepared
for grinding. Foreign materials removed from the green materials will be stored in a 20 cubic
yard roll-off container located adjacent to the sorting area. It is expected that the principal
contaminant in the green materials will be plastic bags. An area will be set aside for storage of
hazardous or unauthorized waste that is removed from the green materials.
The grinding operation will not change the characteristics of the waste currently received at
French Camp Landfill. Since there will be more load checking of received materials, this
program will provide better control of materials received by City of Stockton trucks and licensed
landscape contractors, than is currently in place.
Grinding- Clean green materials will be loaded into a tub grinder, and ground green materials
will be discharged to a stockpile area or directly loaded into transfer trailers. The end product
will meet the 3.5 inch size requirement for alternative daily cover.
Storage- Once the ground green materials are discharged from the grinder to a stockpile area, a
front end loader will then top load the transfer trailers. All ground green materials will be loaded
and removed off site within seventy-two (72)hours. The stockpile area is large enough to store
up to three days of ground green materials.
Dust Control- Water trucks used for fire control will be used for dust control.
8
