Reactivation of the project after temporary termination shall <br /> occur only after approval by the LEA. <br /> Section 3.2 LEA Monitoring <br /> The LEA, or its agent must monitor the demonstration project for compliance with the <br /> performance standards criteria at the frequencies specified in Title 14, Division 7, California <br /> Code of Regulations (14 CCR), Section 17683. <br /> The LEA is responsible for monitoring the performance standards and document the findings and <br /> report them to the California Integrated Waste Management Board(Board). The LEA has been <br /> involved in the process of proposing this demonstration project and will closely monitor the <br /> performance of the ground green materials as an alternative daily cover at Austin Road and <br /> French Camp Landfills. Upon completion of the demonstration project, the Board will affirm or <br /> deny suitability of the material based in part on the results contained in the report, on the results <br /> of the demonstration project and on the recommendation provided by the LEA. <br /> Section 3.3 Project Schedule <br /> The scheduled beginning of the demonstration project will be October 24, 1995 and will last one <br /> year to October 23, 1996. The LEA will monitor vectors per the regulations. <br /> Section 3.4 ftignal Water Quality Control Board Clearance <br /> The Regional Water Quality Control Board has stated that the project will not impact leachate <br /> collection and run-off.A letter of clearance is attached. Any wet weather contingencies will be <br /> addressed in the Winterization Plan to be submitted by Gambi. <br /> Section 3.5 Fire Depa entremoval <br /> Attached is a memorandum from the Stockton Fire Department stating that they have reviewed <br /> the project. This project proposes to process green materials within 72 hours of receipt at French <br /> Camp Landfill, and after the material has been shredded,to be transported to Austin Road <br /> Landfill within 72 hours of grinding for use as ADC. If this flow is maintained,the green <br /> material will not have a chance to dry excessively to create a fire hazard. In case of a fire, water <br /> trucks are on site and there is sufficient soil to smother any fires. <br /> 12 <br />
