Based on the current disposal tonnages of green materials received at French Camp Landfill, <br /> approximately four(4) loads per day of shredded green materials will be delivered to Austin <br /> Road Landfill. The four loads should be sufficient to cover volume of garbage received at Austin <br /> Road Landfill on a daily basis. <br /> Quality Assurance/Quality Control Program -The LEA will monitor the pilot program. The <br /> monitoring will follow the Quality Assurance/Quality Control (QA\QC)program described in <br /> this report in order to verify that the alternative cover meets the Performance Standards set forth <br /> in Title 14, Section 17683, CCR. The program will measure the five items required in Section <br /> 17683 for Performance Standards. The items to be inspected are: vectors, odor, fire, litter, and <br /> moisture infiltration. <br /> Vectors -Vector measurement will include the observation of flies, domestic rats, field rodents, <br /> mosquitos,wasps, cockroaches,etc. per applicable regulations. Other vectors, such as <br /> mosquitos, wasps, cockroaches, "crawler" flies (too young to fly), and any other pests will be <br /> observed and recorded by the LEA. <br /> Odor- Odor will be sampled, only if the LEA receives five or more complaints of odor problems <br /> from outside the property of the landfill within 90 days. <br /> Fire-Fires will be reported to the LEA and the City's Fire Department. Gambi will have water <br /> truck onsite that can be used for fire suppression. Refer to attached approval memorandum from <br /> the City of Stockton Fire Department. <br /> Litter-Litter control is the responsibility of the Gambi. Litter is not allowed off-site under the <br /> current permit conditions. The LEA will comment on any litter problems at each site visit. <br /> Moisture Infiltration-Moisture infiltration will be kept to a minimum by covering any exposed <br /> waste at the end of each working day withe either ground green materials,the synthetic cover <br /> fabric, or daily or intermediate soil cover. The LEA will observe the size of the landfill working <br /> face at each visit. <br /> SECTION 3 <br /> APPROVAL CONDITIONS <br /> Section 3.0 CEQA Requirements <br /> City of Stockton Public Works has determined that this is a demonstration project that is <br /> categorically exempt under section 21084 of the Public Resources Code. A notice of exemption <br /> is attached. <br /> Section 3.1 Termination <br /> Should the use of ground green materials become impracticable or contribute to conditions <br /> hazardous to public health and safety and the environment,the City of Stockton will temporarily <br /> or completely terminate the project on its own initiative, or at the direction of the LEA. A <br /> stockpile of cover soil and earth-moving equipment will be available at all times to ensure <br /> immediate response to this requirement.
