Miller <br /> Solid Waste Manager <br /> City of Stockton <br /> Department of Public Works <br /> 425 North El Dorado Street <br /> Stockton,California 95202-1997 <br /> Dear Mr.Miller: <br /> Subject: Austin Road Landfill Expansion- <br /> Landfill Gas Generation and Emissions Letter Report <br /> 1.0 INTRODUCTION <br /> The purpose of this letter report is to estimate the landfill gas (LFG) generation and <br /> emissions for the Austin Road Landfill Expansion as required for the Report of Disposal Site <br /> Information (RDSI). In addition to this requirement,there are proposed federal regulations <br /> pertaining to the emissions from municipal solid waste landfills which will be applicable to <br /> the project. The method for estimating the landfill gas generation and emissions is based <br /> on the method under the proposed federal regulations. <br /> 2.0 PROPOSED FEDERAL EMISSION REGULATIONS <br /> The United States Environmental Protection Agency (EPA) has proposed a Rule to control <br /> landfill gas emissions under the authority of the Clean Air Act. The proposed rule was <br /> published in the Federal Register on May 10, 1991. After the rule was proposed, the EPA <br /> received and addressed public comments and currently is preparing a final Rule. The final <br /> rule is expected to be promulgated in a version close to the proposed form in the fall of <br /> 1995. Once promulgated, states will have nine months to write and submit to the EPA <br /> implementing regulations followed by a three year compliance period. <br /> The Rule will require LFG emission control at landfills that meet all of the following <br /> conditions: <br /> • Landfills that receive municipal solid waste (MSW)after November 8, 1987. <br /> • Landfills that exceed a maximum (total) design capacity of 2,500,000 metric tons <br /> [i.e., megagrams (Mg)].
