Miller Solid Waste Manager City of Stockton Department of Public Works 425 North El Dorado Street Stockton,California 95202-1997 Dear Mr.Miller: Subject: Austin Road Landfill Expansion- Landfill Gas Generation and Emissions Letter Report 1.0 INTRODUCTION The purpose of this letter report is to estimate the landfill gas (LFG) generation and emissions for the Austin Road Landfill Expansion as required for the Report of Disposal Site Information (RDSI). In addition to this requirement,there are proposed federal regulations pertaining to the emissions from municipal solid waste landfills which will be applicable to the project. The method for estimating the landfill gas generation and emissions is based on the method under the proposed federal regulations. 2.0 PROPOSED FEDERAL EMISSION REGULATIONS The United States Environmental Protection Agency (EPA) has proposed a Rule to control landfill gas emissions under the authority of the Clean Air Act. The proposed rule was published in the Federal Register on May 10, 1991. After the rule was proposed, the EPA received and addressed public comments and currently is preparing a final Rule. The final rule is expected to be promulgated in a version close to the proposed form in the fall of 1995. Once promulgated, states will have nine months to write and submit to the EPA implementing regulations followed by a three year compliance period. The Rule will require LFG emission control at landfills that meet all of the following conditions: • Landfills that receive municipal solid waste (MSW)after November 8, 1987. • Landfills that exceed a maximum (total) design capacity of 2,500,000 metric tons [i.e., megagrams (Mg)].
