The Austin Road Landfill Expansion has a design capacity of approximately <br /> 9,100,000 imperial tons. <br /> • Landfills that exceed a maximum non-methane organic compounds (NMOC) <br /> emission rate of 50 Mg per year. Landfills will have to demonstrate that this <br /> emission limit will not be exceeded to avoid installation of a LFG control system. <br /> To access whether a landfill meets the maximum NMOC emission rate, the proposed Rule <br /> requires a calculation of the landfills NMOC emission rate. These calculations are <br /> performed using a three tier system as shown in Figure 1. Each of the three tiers is <br /> summarized below: <br /> • Tier One: This is a calculation using a EPA LFG emissions model with prescribed <br /> default values. The model is essentially a methane generation model with a <br /> conversion factor to derive the NMOC concentration. The default values allow <br /> the owner to calculate an estimated emission rate for NMOC emissions. To <br /> Tier One, the calculated NMOC emission rate must be less than <br /> 50 Mg/year. The gas generation model formula model default values are as <br /> follows: <br /> ® Qt = 2xkxLoxMass of Refuse x (e k t) X Cn..X <br /> (3.595 x 10-) <br /> * Qt = Total NMOC emission rate from landfill in Mg/yr <br /> ® t = age of refuse in years <br /> ® LFG generation rate (k) = 0.05 per year(Rule default value) <br /> ® Methane generation potential (Lo) = 170 cubic meters per Mg of refuse <br /> Rule default value) <br /> ® NMOC concentration (Crunoc) = 4,000 part per million (ppm) (Rule <br /> default value). This value is actually approximately an order of <br /> magnitude higher than the average NMOC emissions rate expected <br /> VIRTUALLY assures that the calculated Tier One NMOC emission rate <br /> will exceed 50 Mg/yr during the life of the landfill. <br /> • Tier Two: If Tier One results indicate NMOC emissions greater than 50 Mg/yr, <br /> then the landfill owner can do a Tier Two analyses.
