I. Introduction <br /> In addition to the expansion,the project includes the realignment of the North Branch of the <br /> South Fork of Little Johns Creek to run from east to west along the northern edge of the existing <br /> landfill and then north to south along the western edge of the existing landfill to meet the current <br /> creek path. The realigned creek would be lined to prevent infiltration of liquids to or from the <br /> landfill. Realigning the creek would eliminate floodplain areas within the existing landfill and <br /> maximize use of the site for landfilling. <br /> The project would also include a portable chemical storage locker with a double containment <br /> system for temporary storage of hazardous materials screened from the landfill operations. <br /> Materials temporarily stored at this facility would be collected and transported by a licensed <br /> hazardous material handler to an appropriately permitted disposal site(please refer to <br /> Impact L.2.for hirther description). The hazardous materials would not be stored longer than <br /> 90 days. The site plan provides for future recycling and composting activities. Separate <br /> environmental review would be required for these activities. <br /> The City of Stockton Department of Community Development Planning Division prepared this <br /> Environmental Impact Report )to assess the impacts of property acquisition,construction <br /> and operation of the proposed landfill expansion,and to evaluate alternatives to the project. This <br /> EIR is intended to serve the following purposes: <br /> • to satisfy the California Environmental Quality Act(CEQA); <br /> • to inform the general public,the local community,and responsible and interested public <br /> agencies of the nature of the proposed project,its possible environmental effects,possible <br /> measures to mitigate those effects,and alternatives to the proposed project;and <br /> • to enable the City of Stockton Department of Community Development Planning Division <br /> to consider the environmental consequences of the proposed landfill when reviewing and <br /> recommending on certification of EIR,prezoning,reviewing General Plan conformity, <br /> and approving Location and Development Plan; <br /> • to enable San Joaquin County Public Health Services to consider the environmental <br /> consequences of the proposed landfill when deciding whether to grant a solid waste facility <br /> permit;and <br /> • to determine environmental impacts of acquiring the Brocchini parcel. <br /> 1.2 <br />
