I. Introduction <br /> B. w iD F <br /> The City of Stockton has operated a landfill at this location since 1960. The landfill is operated <br /> for the DPW by a private contractor,Gambi Enterprises,Inc. The DPW provides disposal <br /> services for the residents and commercial sector within the incorporated of Stockton. The <br /> landfill accepts MSW from contract and permitted haulers from the City of Stockton. No private <br /> self-hauler is allowed to bring waste directly to the landfill. <br /> This section examines the relationship of the proposed expansion,including its capacity,to the <br /> rate of waste generation in the service <br /> EXPANSION CAPACTrY <br /> The site capacity of a landfill is determined by calculating the volume available between the <br /> elevation of the top of the bottom liner system and the bottom of the final cover. The refuse <br /> capacity is then calculated by estimating the volume available for refuse when considerations are <br /> made for the expected compaction ratio and the use of daily and intermediate cover. The service <br /> life of the landfill is determined by comparing the.calculated volume available for refuse with <br /> the projected waste stream. According to these calculations,the existing landfill to the north of <br /> the North Branch of the South Fork of Little Johns Creek will close in 1997 (R.W.Beck and <br /> Associates, 1993). This project would extend the life of the permitted landfill to 2045,an <br /> additional 48 years. The 45 acres to the south of the North Branch of the South Fork of Little <br /> Johns Creek is included in the existing solid waste facilities permit as a borrow area. It cannot <br /> be used for landfilling under the current permit without a CEQA review and permit revision. <br /> Appendix A includes a table showing projected waste generation,diversion,transformation and <br /> disposal from 1992 through 2045. This table was prepared by R.W.Beck and Associates to <br /> determine the service life of the proposed landfill. The proposed Austin Road Landfill <br /> expansion would have a total air space(from the bottom of the liner to the top of the final cover) <br /> of 18 million cubic yards(CY),of which approximately 14 million CY would be taken up by <br /> refuse and 4 million CY would be required for cover material(daily,intermediate,.and final <br /> cover). Using a conservative estimate for the in-place waste-density of 1,200 pounds per CY <br /> (lb/CY),the proposed landfill expansion could accept a total of 9 million tons of refuse(R.W. <br /> Beck and Associates, 1992). Without the project expansion,the City of Stockton will be faced <br /> with finding an alternative disposal site by 1997. <br /> I.3 <br />
