H. PROJECT DESCRIMON
1
jj
A.
The City of Stockton Department of Public Works(DPW)is seeking to expand the Austin Road
Landfill as a long-term disposal facility. The Austin Road Landfill is used strictly for disposal of
the City of Stockton's waste, and is permitted as a Class III landfill. The City has determined
that the current fill area north of the North Branch of the South Fork of Little Johns Creek, will
reach its permitted capacity by 1997(R.W.Beck and Associates, 1993). In accordance with
State and San Joaquin County goals, the City proposes to expand its waste storage capacity at the
landfill in a manner consistent with recent federal and State landfill construction and
maintenance requirements.
B. DESC ON
PROJECT LOCATION AND CURRENT
USES
The Austin Road Landfill is located on the west side of Austin Road, approximately 8,000 feet
south of Arch Road. It occupies the northwest quarter and northern half of the northeast quarter
of Section 3,Township I North,Range 7 East,Mount Diablo Base and Meridian. There is a
one-lane bridge that directly connects the 45 acre excavation area(borrow pit)with the 124
acm
active area of the landfill. Together these 169 acres make up the region permitted to be used as a
landfill. The solid waste facilities permit(S )no.39-AA-001 dated February 1. 1983
permits the landfill for 187 acres, where 1.5 acres is used for Newcastle Road right-of-way and
16.5 acres is dedicated as a flood control easement for the North Branch of the South Fork of
Little Johns Creek. A landfill gas collection system and power plant were installed at the landfill
in 1986. The power plant is located in the northwest corner of the landfill,as is a trailerhume
and storage shed.
The site occupies assessor's parcel numbers 201-060-01 and 201-060-05. The land within the
Austin Road Landfill property boundary is not yet zoned by the City of Stockton. The DPW
intends to file an application with the City of Stockton Department of Community.Development
Planning Division to zone the current area public lands(P-L)with the provisions for a solid
waste facility.
II.1
