II. Project Description <br /> A�gill�Facilities <br /> The entrance to the Austin Road Landfill would remain at the northeast comer of the site. <br /> The scale facility would be located in the southeastern comer of the CYA parcel,north of the <br /> landfill access road. An attendant at the scale house would monitor all incoming and outgoing <br /> vehicular traffic. The future composting and recycling facilities would be located north of this <br /> facility. The leachate facility would be in the southwest comer of the CYA parcel,north of the <br /> existing landfill gas generation facility. The landfill surface water detention facility would be in <br /> the southwest comer of the site. <br /> Cite Cec<rity <br /> The landfill would have a perimeter barrier or topographic constraints designed to discourage <br /> unauthorized entry by persons or vehicles. Areas where hazardous or suspected hazardous <br /> materials are stored would be properly identified and secured. The entrance to the site would <br /> have a lockable gate,and would be locked outside of the usual operating hours. Unauthorized <br /> salvaging and scavenging are prohibited at the landfill. <br /> The landfill operator is responsible for providing overall site security during normal working <br /> hours. <br /> LANDFILL CONSTRUCTION SCHEDULE <br /> The schedule in Table II.1 is based on the site life projections in Appendix A. <br /> LANDFILL OPERATIONS <br /> Waste Acc tance <br /> The following wastes are prohibited from the landfill. <br /> Sewage Sludge <br /> Sewage sludge is not accepted at the Austin Road Landfill because 1)it would be inconsistent <br /> with the City's Source Reduction and Recycling Element(S )objective to divert recyclable <br /> special wastes;2)the Municipal Utilities Department has a contract to haul the sludge l <br /> 11.18 <br />
