II. Project Description <br /> The equipment operator at the active landfill face must also be able to recognize prohibited and <br /> dangerous wastes. If the landfill operator's staff sees a vehicle that has dumped unacceptable <br /> waste,they would tell the driver of the vehicle to have it removed from the landfill immediately. <br /> The area where the waste was dumped would be secured until the waste could be removed. The <br /> waste would be moved to the portable chemical storage locker if it could not be removed <br /> immediately. <br /> If the delivery entity is unknown,the waste would be moved to the portable chemical storage <br /> locker until proper disposal can be arranged. If the waste in question is thought to be hazardous, <br /> proper handling procedures must be followed,as described later in the Public Health and Safety <br /> section of this EIR. If the waste moved to the portable chemical storage locker is proven to be <br /> hazardous,the City would contract with a properly licensed hazardous waste hauler to ensure <br /> that state and federal regulations for the transportation and disposal of the hazardous wastes.are <br /> followed. The City would incur the clean-up costs. <br /> In addition to the screening of wastes,City staff would examine one or two incoming waste <br /> loads on a random day each week. <br /> Upon selecting a random load for inspection,the following information would be recorded onto <br /> a Load-Checking Data Sheet: <br /> • date; <br /> • time; <br /> • name of the hauling firm or vehicle owner, <br /> • name of the driver; <br /> • telephone number for contacting the hauler, <br /> • license plate number and truck number of the vehicle;and <br /> • source(s)of the waste as stated by the vehicle driver. <br /> The form would be signed by the vehicle driver,the load-check inspector,and landfill supervisor <br /> on duty. <br /> The landfill operator would designate the location for emptying the randomly selected waste <br /> load. As the vehicle is unloading,the driver would be instructed to pull forward,thus the <br /> unloaded waste would be formed into a long windrow. The windrow would then be torn down, <br /> 11.23 <br />
