H. Project Description <br /> • <br /> using a rake and/or shovel,along both sides of the pile. While tearing down,the material would <br /> be carefully observed for any hazardous or other dangerous wastes that may be discovered in the <br /> load. <br /> The load-checker would sample any freely draining liquids seen during the process of raking <br /> through the refuse. Simple field tests would be conducted on the samples,which would include <br /> measuring the pH,odor and color of the sample,plus any comments on the source of the liquids. <br /> These observations would be recorded on the data sheet for the load. If appropriate,pictures and <br /> other samples would be taken. <br /> If any hazardous or other unacceptable wastes are identified,the entities responsible for <br /> generating and delivering the wastes would be notified that the wastes were illegally disposed of, <br /> and would be charged for additional analysis and disposal costs as incurred. If the delivering <br /> entity is unknown,the City shall incur the clean-up costs. <br /> 'ivcry ADd H�ndlinQ of Witte <br /> Landfilling at the Austin R Landfill would be by systematically fillip and covering daily <br /> cells. Operations would be confined to a limited area,referred to as the working face. The <br /> filling of cells would be done in order to maximize compaction of refuse already in place. The <br /> exception to this procedure would be the placement of the initial layer in a new cell. The initial <br /> waste layer would be placed so that the integrity of the geomembrane and sand drainage blanket <br /> would be maintained. The following paragraphs focus on specific measures that would be taken <br /> to protect the liner while maintaining efficient operations. <br /> Motor vehicles would never be allowed to drive directly over the geomembrane,anchor trench, <br /> and/or the sand drainage layer. Therefore the operator would need to construct an access road to <br /> (and operations/dumping pad in)a comer of the new cell. After construction,the landfill <br /> operator would regularly inspect the access ramps for signs of subgrade failure(pumping). <br /> Should severe pumping occur,the geomembrane must be checked for damage. <br /> The initial waste layer(i.e.,the waste placed directly on the liner drainage layer)would consist <br /> of select waste. The select waste would be free of large,sharp or protruding objects(such as <br /> rebar,nails, 2 x 4s,etc.)that could be forced through the geomembrane. On-site landfill <br /> personnel would assist in screening and removing or repositioning waste that could damage the <br /> geomembrane. <br /> 11.24 <br />
