Il. project Description <br /> Refuse collection trucks would remain on the operations pad when discharging the fust loads of <br /> select waste onto the liner. It is recommended that when several loads have been discharged,the <br /> operator would push refuse out on the liner with a tracked bulldozer. When a three to four foot <br /> thick bed of select refuse has been placed over the liner,the tracked bulldozer would be able to <br /> safely move over it,and continue building the first lift. Maximum compaction would not be the <br /> main goal for the first five feet of refuse. Instead,compaction should be sufficient to support <br /> subsequent refuse lifts,but minimized to protect the liner. Miree passes with the tracked <br /> bulldozer over select refuse that is at least three to four feet deep would accomplish these goals. <br /> Maximum refuse compaction would be a desired goal once more than five feet of select waste <br /> have been placed over the liner. <br /> A minimum of five feet of select waste would cover the geomembrane and sand drainage layer <br /> before the waste compactor would be allowed into the new cell. Until the five foot minimum is <br /> met,the tracked bulldozer would be used to place and compact the refuse. <br /> A minimum of five feet of compacted,select refuse would cover the geomembrane and drainage <br /> layer before a road can be built on the refuse to accommodate truck traffic. At that time,a <br /> minimum six inch thick,26 foot wide(minimum)layer of on-site clean sand and gravel would <br /> be placed over the refuse to serve as the road bed. The edge of the road would be clearly marked <br /> to keep traffic from leaving the roadbed. <br /> Filling of the new cell would begin at the operations pad,working"up" until a road can be <br /> constructed on the refuse. At which point,the refuse would be dumped from the road on top of <br /> the first lift of refuse and then pushed down the slope onto the liner system. All other lifts would <br /> be placed working"up." <br /> To reduce the amount of blowing litter,vehicles would use an L-shaped dumping method. This <br /> L-shaped method consists of unloading the refuse along the toe of the previously constructed cell <br /> perpendicular to the working face(which creates the long leg of the"L")and along the toe of the <br /> advancing working face(which creates the short leg of the"L"). The compaction equipment <br /> then would push the refuse from each leg to the working face where it would be spread and <br /> compacted. <br /> Incoming refuse vehicles would be directed to the working face by the scale house attendant and <br /> by temporary direction signs placed along the interior access roads.
