11. Project Description <br /> The daily cover soil would be placed by scrapers and/or bulldozers to an uncompacted thickness <br /> of about 12 inches. Compaction of the cover would be achieved by the weight of the scrapers <br /> and bulldozers passing over it. Following initial compaction of the soil cover and some <br /> infiltration of soil into the underlying waste,the compacted depth of the soil would be <br /> approximately seven to eight inches on average,which exceeds the six inch minimum <br /> requirement. <br /> In general,on-site material from cell excavation and borrow pit areas would be used for daily <br /> cover. At this time,it is anticipated that there is sufficient cover material on-site to cover fill <br /> areas as soon as possible should the expansion show an increase in bird population or litter. <br /> During any new excavation,soils suitable for use as liner or final cover materials would be <br /> collected and stockpiled in an area designated by the landfill operator. During construction of <br /> new cells,materials excavated from the future cells,not suitable for liner or final cover,would <br /> be excavated and placed as cover without intermediate stockpiling,whenever possible. <br /> Actual usage of daily cover soils would be monitored on a regular basis. Records of cover soil <br /> monitoring would be kept in the landfill administrative office. The monitoring would consist of: <br /> measuring actual daily cover thickness applied(with a ruler inserted into the cover)both <br /> before and after initial compaction and soil infiltration into waste lifts; <br /> estimating surface area coverage;and <br /> estimating excavated or stockpiled soils utilized. <br /> At the Austin Road Landfill,intermediate cover would consist of one foot of sand/gravel/till <br /> material placed over the completed landfill cell. This cover would become the working surface <br /> for placement of the next lift of refuse. Therefore the intermediate cover material must be able <br /> to provide a wet-and-dry weather trafficable surface year round. <br /> Portions of the intermediate cover may be susceptible to erosion,differential settlement(uneven <br /> settlement of the underlying solid waste),or downward sifting of soil particles. These areas <br /> would be replenished as required to maintain an operating surface suitable for landfill traffic. <br /> It is required that a one foot layer of intermediate cover be placed over fill areas that would not <br /> be receiving additional wastes for 60 or more days in order to minimize stormwater infiltration <br /> 11.27 <br />
