H. Project Description
into the refuse. Such areas would be covered and graded to prevent surface water ponds from
developing on the refuse fill. J
Prrcnnnrl and '' merit
Estimated equipment requirements are shown in Table 11.2. This equipment list assumes that the
initial operation of the expanded Austin Road Landfill would be equivalent to the current
operation levels and would be conducted by the current operator.
Estimated personnel requirements are shown in Table 11.3. This personnel list also assumes
leachate haul would be contracted and the initial Austin Road Landfill expansion operation
would be equivalent to the current operation levels.
anitorine and Controls
Disposal Site Control Measures
Typical nuisances at a landfill include vectors(such as rats, field rodents, wasps, cockroaches,
etc.),birds, litter, dust, mud, and noise. The proposed measures to address nuisances are
described below.
Victor Control. Compaction and daily covering of the refuse would eliminate harborage for
rodents and reduce fly propagation. Mosquitoes would be controlled by proper grading and
elimination of stagnant on-site ponds.
Bird Control. Current bird control is currently achieved by the use of noise-makers(cracker
shells or propane detonators). The landfill operator would monitor bird activity and would adjust
the spacing of the noise-makers to maximize effectiveness.
_. The Federal Aviation Administration(FAA)and the Manager of the Stockton Metropolitan
Airport(Airport)have indicated concern about the potential for conflict of aviation operations
with birds that are often associated with landfill operations.According to personnel at-the
Airport and the FAA,there have been no recorded bird strikes at the Stockton Metropolitan
Airport that have been associated with the Austin Road Landfill.
11.28
