H. Project Description <br /> Due to the proximity of the landfill to the Airport,bird activity at the landfill would be closely <br /> monitored. It is anticipated that approximate bird count records would be twined and <br /> reported by the City on a to-be-determined basis. This issue is further discussed later in the Land <br /> Use,Planning and Policies section of this EIR. <br /> i__itter Control. Compaction and covering of refuse as soon as possible after it is deposited would <br /> gmatly reduce the amounts of blowing litter. Inevitably,some light materials such as paper and <br /> film plastics,would escape from the working face. Strategically placed portable litter control <br /> fences may be used to reduce the amount of blowing litter. In addition,the orientation of the <br /> working face to the downwind side of prevailing winds would help reduce litter. <br /> The operator is responsible to assign personnel to pick-up litter and debris from the site. <br /> Arm <br /> that would be patrolled and cleaned up by the litter crew include: <br /> • Little John's Creek; <br /> • portable litter control fences. <br /> • the landfill perimeter.both inside and outside the landfill fence; <br /> • the access and entrance road to the landfill where arriving refuse haul vehicles may cause t <br /> some litter; <br /> • buildings,where the wind may deposit debris;and <br /> • storm water drainage facilities,such as ditches,berms and the detention/sedimentation <br /> basins. <br /> Dust Control. Fugitive dust would be generated during dry weather from truck Tic and <br /> landfill operations. The following activities would be used to control dust,as required: <br /> • watering and use of dust suppressing chemicals on unpaved roadways and other exposed <br /> areas of the site,not including the active area of the landfill; <br /> • paving the main access road; <br /> • preventing trucks and loaders from dumping materials at heights greater than the minimum <br /> necessary to ensure clearance; <br /> • keeping vehicle speeds low on unpaved roads; <br /> • conducting routine maintenance of roads;and <br /> • minimizing the amount of disturbed,unvegetated <br /> II.30 <br />
