II. Project Description <br /> The potential for leachate generation would be considered when the operator is deciding on how <br /> much water to use for dust control. Well water from the site's water supply wells would be used <br /> for dust control. <br /> dud Control. Mud tracking would occur when water is allowed to pond on interior dirt <br /> road <br /> surfaces,causing mud and potholes,which diminish that roads integrity and allow traffic to pick <br /> up mud and carry it onto exterior paved roads. Interior dirt roads would be graded as needed to <br /> ensure proper drainage of surface water. <br /> Noise Control. Mitigation of potential noise impacts to the adjacent land uses would be <br /> accomplished by the following: <br /> • operating the landfill only during permitted hours of operation; <br /> • maintaining an appropriate buffer zone between landfill operations and surrounding <br /> properties;and <br /> taking noise measurements if complaint(s)were received. <br /> y The primary means of controlling odor at the landfill would be through the application of <br /> cover material. Through the landfill gas management plan,landfill gas generated by the <br /> decomposition of the buried refuse would be captured and combusted. Combustion of the gas <br /> would destroy most of the odorous components therein. To verify odor control performance,the <br /> site perimeter would be routinely monitored during low wind conditions or in response to any <br /> odor complaint. <br /> Refuse can sometimes be flammable and in some cases cause spontaneous combustion. <br /> Small surface fires or hot loads that area spotted in the waste collection vehicles or on the ground <br /> would be moved to an isolated area if possible. The burning material would be covered with soil <br /> and compacted. Equipment fires would be put out by a fire extinguisher,soil.or any built-in fire <br /> -- suppression system. An on-site water tank truck and emergency assistance would also be <br /> available. Water would come from the on-site water well. <br /> On-site traffic would be controlled by traffic signs along the entrance road and initial <br /> vehicle routing would be conducted by the scale house attendant. Depending on traffic volumes <br /> at the working face,traffic would be controlled by an attendant or equipment operator. <br /> 11.31 <br />
