11. Project Description <br /> groundwater beneath the Austin Road Landfill. The existing landfill <br /> is unlined. Installation of <br /> the CAP is expected to begin July 1993 and finish by October 1993. The system will operate <br /> until the constituents of concern are no longer impacting groundwater. This could potentially <br /> take 30 years or more. The plan includes the use of three motors to run the pumps,blowers,and <br /> fans to treat the contaminated water. The installation and operation of the CAP is separate from <br /> this project. It will occur with or without the proposed landfill expansion. <br /> �4 rface Water Monitoring. The RWQCB has required monitoring samples to be collected <br /> quarterly from the Creek and analyzed. The North Branch of the South Fork of Little Johns <br /> Creek would be sampled upstream and downstream of the landfill facility;to determine whether <br /> concentrations of indicator parameters or waste constituents at these points of compliance exceed <br /> the established water quality protection standards. As a result of the CAP and the <br /> RWQCB Order No.92-143,monitoring must be performed on the pumped groundwater and on <br /> the receiving water. This includes sampling of the influent to and effluent from the groundwater <br /> treatment system and receiving water at both upstream and downstream locations. Sampling <br /> frequency varies by constituent from weekly to annually. <br /> Lr��Detection Sy is em. The recommended design includes a leak detection system of secondary <br /> collection trenches(collection lysimeters)running below the liner barrier layer parallel to the <br /> leachate collection pipe network. Collection lysimeters would drain to a low point beneath the <br /> low point of the landfill liner to a leak detection standpipe(sampling station). A portable pump <br /> would be used for sampling the leak detection standpipe. Sampling stations would be monitored <br /> monthly. The inspector would measure the quantity of any liquid present. The rate of leakage,if <br /> any,would be calculated in gallons per acre per day (gpad)by calculating the changes in liquid <br /> volume between monitoring events. The purpose of this leak detection monitoring also serves <br /> the purpose of monitoring the vadose zone to the degree that it can monitor for leakage through <br /> the liner. <br /> t '*+dfill as Monitoring. Discussions with personnel from the California Integrated Waste <br /> Management Board,the Local Enforcement Agency,and the City of Stockton have indicated that <br /> there have not been gas migration problems associated with the landfill.
