H. Project Description
have shown that there have been no compliance problems at the property boundaries for at least
two years. Thus,there has been no action taken by regulatory agencies to require monitoring of
landfill gas.
As the proposed landfill expansion would include an impermeable liner,which would act as a
containment structure,gas control would be necessary. Additionally,increased regulatory
requirements are anticipated within the next few years. Therefore,nine new gas monitoring
probes are proposed for installation around the expanded landfill. The exact location of these
wells would be done under the guidance of a hydrogeologist. The actual monitoring procedures,
which would address the frequency and the constituents that need to be monitored,would be best
defined when the proposed regulations are confirmed and adopted.
Ha? rdouc Waste Monitoring. The Austin Road Landfill would continue to control the illegal
disposal of hazardous wastes through signage and loadchecking. In addition,the operator would
monitor quantity(cubic yards),type,and source of all wastes discharged to the landfill and
record results on a monthly basis.
rations Monicorin o m. The following items would be monitored by the operator of
this facility. Records including,but not limited to these items would be kept and made available
to the enforcement agency uponrequest:
• quantity and types of wastes received at the site per day and per week;
• quantity and types of wastes salvaged per month,if any;
• area of site utilized;
number of vehicles utilizing the site per day and per week;and
log of special occurrences.
CLOSURE
Once a landfill has reached its capacity,it would be formally closed to protect public health and
the environment from the wastes contained in the landfill (CCR Tide 14,Section 17760).
Typically closure involves installation of a final cover over the landfill. Closure often occurs in
phases as portions of a landfill reach capacity.
II.34
