II. Project Description <br /> ® <br /> POST-CLOSURE MARTrENANCE <br /> a <br /> As required by the California Integrated Waste Management Board(C )and the State <br /> Water Resources Control Board(SWRCB),DPW would maintain and monitor the site for a <br /> minimum of 30 years after the last phase has been closed or for as long as the waste poses a <br /> threat to public health and safety and the environment. The regulations require that financial <br /> assurances be put into place at the beginning of landfill operations to fund the closure and <br /> post-closure maintenance period adequately. The proposed leachate collection system,surface <br /> water control system,and landfill gas control system would serve the closed landfill. <br /> At some point during the post-closure period,it is reasonably foreseeable that the leachate <br /> holding facility would be closed. Until the landfill stops generating leachate,it would remain <br /> open and in use for leachate collection. Closure plans would be prepared at the time of proposed <br /> closure;these would require the approval of the Central Valley RWQCB. The time the facility <br /> would have to implement post-closure maintenance is unknown,but is anticipated to be for at <br /> least 30 years after landfill closure. <br /> The final cover,drainage system, leachate control system,gas monitoring and control system, <br /> groundwater monitoring system and final grading would be inspected once a month and after any <br /> significant storm to check the integrity and effectiveness of the above mentioned items. Repairs <br /> would be made as necessary to correct the effects of settling,subsidence,erosion or other events. <br /> Leachate quantity and quality would be monitored quarterly or whenever groundwater samples <br /> would be taken. Landfill gas would also be measured along the perimeter on a quarterly basis. <br /> Any problems would be reported to the Local Enforcement Agency )and CIWMB and <br /> actions would be taken to resolve the problem. Periodic inspections and maintenance of the <br /> slopes and vegetation in the excavated area would also be performed. <br /> While a specific proposal for the post-closure period has yet to be developed,DPW has indicated <br /> that post-closure plans would be for the site to become open space without public access. <br /> Groundwater monitoring wells would continue to be used to monitor site groundwater during the <br /> post-closure maintenance period. As part of the application for a solid waste facilities permit, <br /> the sponsor must prepare a preliminary post-closure plan. The final post-closure maintenance <br /> and monitoring plan is not required to be prepared until 24 months prior to landfill closure. <br /> 11.37 <br />
