P-L zoning(once in place)will require a location and <br /> development plan,approved by the Community Development Director and/or Planning <br /> Commission for any changes in use or expansion/alteration of the site. <br /> � lifomia InteQratgd Waste Manaw,MMM Board(C -The CIWMB is required to review <br /> and approve the Solid Waste Facilities Permit(S ). The SWFP regulates the manner in <br /> which the facility is to be operated. <br /> T ^ al Enforcement A- y (L -A)-San Joaquin County Public Health Services would issue the <br /> Solid Waste Facilities Permit(S )after review by the CIWMB. County Public Health <br /> Services would enforce provisions of the permit. <br /> Federal Aviation Administration(FAA)-The FAA reviews the Notice of Proposed Construction <br /> or Alteration and proposes mitigation measures or a Wildlife Management Plan to minimize the <br /> impacts of animals on the nearby airport. <br /> The San Joaquin County DeFartment of Aviation(Stockton Metro Aimort)-The Airport reviews <br /> the design and operation of the landfill expansion and proposes requirements to the City in <br /> regards to minimizing the impacts of animals,particularly birds,on the airport. <br /> g fan zoaauin County Fire Prevention Bureau-The Fire Prevention Bureau reviews the <br /> design and operation of the landfill expansion and proposes requirements to the City in regards <br /> to minimizing fire hazards. <br /> AmyGoffs of Engineers(COE)-The COE awards the Section 404 permit which would be <br /> required to fill the creek. The COE also reviews the RWQCB's Water Quality Assessment. <br /> State Water Resourc r'ODID,' R^"W r WRCBVCentral Valley Re ,onal Water Quality C <br /> poard(CVRWOCB)-The.Water Board has the authority to issue a revised Waste Discharge <br /> Requirement, with a new monitoring and reporting program. A water quality assessment would <br /> y also be required by the Board due to the proposed relocation of Little Johns Creek. <br /> II.39 <br />
