M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> The City would work with San Joaquin County to facilitate the proposed project. <br /> Streets and Highways <br /> Goal 1: Develop a street and highway system which promotes the safe,efficient and reliable <br /> movement of people and goods. <br /> Policy 3: Significant trip generating land uses should be served by roadways adequate to <br /> provide vehicular access with a minimum of delay. <br /> Access to the existing Austin Road Landfill is provided on the east side by Austin Road,which <br /> intersects both French Camp Road(3.5 miles south of the site)and Arch Road(2.0 miles north <br /> of the site). State Highway 99,which connects the Cities of Manteca and Stockton, is located <br /> two miles west of the site. Freeway access to State Highway 99 is provided by interchanges at <br /> French Camp and Arch Roads. State Highway 99 is a four-lane,divided freeway,and Arch, <br /> French Camp and Austin Roads are two-lane asphalt surfaced,all weather roadways. <br /> Air and Water Transportation <br /> Goal 2: Minimize adverse impacts resulting from the operation of the Stockton Metropolitan <br /> Airport. <br /> Policy 2: New residential and noise sensitive land uses should not be developed within the <br /> runway approach surface as defined by the Airport Overlay Zone. <br /> Policy 3: Land uses that involve the concentration of people and/or hazardous materials shall <br /> not be developed within the runway approach surfaces of the airport. <br /> Policy 4: All development within the airport overlay zone shall be consistent with the policies <br /> developed by the San Joaquin County Airport Land Use Commission(except where <br /> pursuant to Public Utilities Code Sections 21676 and 21676.5). <br /> Policy 5: For new development proposed within the horizontal surface boundary of the <br /> Stockton Metropolitan Airport,any storm water detention basin shall be designed to <br /> discharge as rapidly as possible to minimize the attraction of birds in the vicinity of <br /> the airport. Detention basins shall be designed to drain within 24 hours under <br /> normal conditions and within 48 hours during peak storms. <br /> The proposed landfill would not constitute a noise-sensitive land use. The Class III fill operation <br /> would not allow hazardous wastes,and landfill operators working at the site would not represent <br /> ® a"concentration"of people relative to the working area of the landfill site. The proposed project <br /> would not be in conformance with all provisions of the San Joaquin County Airport Land Use <br /> a <br /> M.A.7 <br />
