III. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Commission Policy document. (Refer to Impact A.3 of the Impacts section,below.) Storm <br /> water detention basins would be designed in conformance with Policy 5,above. <br /> Public Facilities <br /> Goal 1: Provide public facilities and City services throughout the urbanized area. <br /> Policy 2: Capital improvements and facility.needs generated by new development shall be <br /> financed by new development. The existing community should not be burdened by <br /> in ed taxes and fees or by lowered service levels to accommodate the needs <br /> created by new develop t. Exceptions to this policy may be considered in an <br /> effort to encourage affordable housing. <br /> Policy 5: Development proposals shall be reviewed for their impacts on various infrastructure <br /> components(i.e.,sewer,water,fire stations,libraries,streets)and should be required <br /> to provide appropriate mitigation measures if development reduces service levels. <br /> Policy 7: Expand the City's Austin Road landfill site in order to provide adequate landfall <br /> capacity for the planning period. Funding for the expansion should be through the <br /> collection of user fees. <br /> Policy 9: Continue to utilize developer fees and the City's public facilities fees to finance <br /> public facilities(e.g.,sewer,water,parks and recreation.police and fire,general <br /> government). 1 <br /> The proposed project could be subject to city development fees,and project approvals would be <br /> contingent upon review and approval from City service and infrastructure agencies(e.g.,police, <br /> fire, wastewater district). <br /> Water Facilities <br /> Goal 1: Conserve groundwater and surface water resources in order to ensure sufficient <br /> supplies of good quality water. <br /> Policy 1: Pursue as the City's first priority for water resources the development and acquisition <br /> of supplemental surface water sources in order to reduce the overdraft of <br /> groundwater supplies,including participation in financing conveyance facilities. <br /> Policy 2: Land use activities that use or store hazardous materials shall be regulated and <br /> monitored in order to prevent the contamination of groundwater or surface water <br /> resources. <br /> Policy 4: The use of settling ponds and other filtering methods shall be encouraged within the <br /> storm drainage system in order to reduce the amount of pollutants entering surface <br /> water resources. <br /> III.A.8 <br />
