After the <br /> ` zoning is in place,a location and development plan would be required for any activity changes <br /> on the site. The location and development plan must be approved by the Community <br /> Development Director and/or Planning Commission. <br /> Annexation <br /> The 126A acre parcel(the CYA parcel),the 85.6 acre parcel(the Brocchini parcel),and the <br /> 6.5 acre parcel(the triangular property)are located adjacent to the existing 187 acre landfill area. <br /> The landfill area was annexed to the City in 1976 and 1984(it is an island surrounded by <br /> unincorporated lands). The City proposes to annex the Brocchini and triangular parcels as part <br /> of this project. The CYA parcel would be dealt with in one of the three ways discussed later in <br /> this section. <br /> Annexation of the proposed expansion areas would require approval from the Local Agency <br /> Formation Commission CO)and the Stockton City Council. Prior to authorizing the filing <br /> of the annexation request,the Stockton City Planning Commission and City Council would have <br /> to approve of the prezoning for the proposed annexation. <br /> It should,however,be noted that a noncontiguous annexation is limited to 300 acres or less. <br /> According to 56111.in the Guide to CorteselKnox Local Government Reorganization Act of <br /> 1985,prepared by the Assembly Committee on Local Government,Honorable Sam Farr, <br /> Chairman,October 1985 (Revised 1991),"Notwithstanding Section 56110,upon approval of the <br /> commission a city may annex noncontiguous territory not exceeding 300 acres in area,which is <br /> located in the same county as that in which the city is situated,and which is owned by the city <br /> and is being used for municipal purposes at the time commission proceedings are initiated." The <br /> City has already annexed the existing 187 acre landfill therefore,the City can only annex 113 <br /> acres of the proposed expansion areas. The City will be unable to annex the entire proposed <br /> landfill site until the city Iimits are expanded to this area. <br /> The City has determined that the 126 acre City-owned property could be dealt with in one of the <br /> following three ways: <br /> 1) it would be annexed along with the Northern California Women's Facility/Northern <br /> California Youth Center property located to the north possibly at a future date(this would <br /> make it a contiguous annexation); <br /> M.A.13 <br />
