III. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Policy 3: Major access and evacuation corridors should be available and unobstructed in case <br /> of major emergency or disaster. / <br /> Policy 4: Maintain water supply requirements for fire fighting needs in accordance with the <br /> Insurance Services Office"Guide for Determination of Required Fire Flow." <br /> Policy 5: Continue to enforce minimum road widths and clearances around structures to <br /> promote fire and safety protection and access. <br /> e proposed project would include emergency and disaster contingency pians. Emergency <br /> including minimum road widths and clearances,would be enforced and maintained. <br /> Water would continue to be provided by on-site wells,although bulldozers would be used to <br /> smother fires with soil as the primary method for controlling combustion within the landfill. <br /> Other General Plan Policies <br /> Other policies of the General Plan pertaining to issues such as noise,vegetation and wildlife, <br /> and scenic corridors are discussed in the appropriate sections of this EIR. <br /> Acquisition <br /> The 85.6 acre parcel to the southeast of the existing landfill is owned by Albert Brocchini Farms, <br /> Inc. This property would have to be acquired by the City,before a landfill could be constructed <br /> at this site. The property is presently being farmed and contains a single family home. The <br /> single family home located at the southeast comer of the property would be removed if a landfill <br /> is constructed on the proposed site. To acquire the property,the City would hire an appraiser to <br /> set a fair market value on the proposed site. The City would then try to negotiate the sale of the <br /> proposed site to the City. If negotiations fail,the City could then go to court and condemn the <br /> proposed site. <br /> Zoning and Prezoning <br /> _ The City of Stockton does not currently have a zoning designation for the existing Austin Road <br /> Landfill site. The City,at some future date,would zone the existing 187 acres of landfill and <br /> prezone the 218.5 acres of landfill expansion areas to Public Lands(P-L zone). P-L is defined as <br /> follows: "Identifies those large tracts of publicly owned land which are used or intended for use <br /> by public agencies to satisfy public necessity or convenience as well as other uses compatible to <br /> such uses and controlled by public agencies.
