Land Use,Plans and Policies <br /> Forward,Inc• dfill would include an in a in wastes accepted at the site,conversion <br /> of several areas within the fill to accept Class II materials,and expansion of the existing transfer <br /> station on the site. <br /> A residence on the Brocchini parcel,a pan of the proposed Austin Road Landfill expansion area, <br /> would have to be removed to implement the project. <br /> Illegal Dumping <br /> Megal Dumping regularly occurs nearly once a week off of Austin Road just south of the <br /> Forward,Inc.Landfill but very little occurs off of Austin Road between Mariposa and the two <br /> landfills(Miller, 1993). Apparently the area off of Austin Road south of Forward,Inc.Landfill <br /> offers a more secluded location in which to illegally dump. <br /> IMPACTS AND MITIGA71ON MEASURES <br /> ificance rit ria . <br /> QA Guidelines,Appendix G establishes that a project may have a significant effect on <br /> existing land uses if it would: 1)disrupt or divide the physical arrangement of an established <br /> community;2)conflict with established recreational,educational,religious,or scientific uses in <br /> an ;or 3)convert prime agricultural land to urban use(or impairs the agricultural <br /> productivity of prime agricultural land). Appendix G also states that a project many have a <br /> significant effect on the environment if it would conflict with adopted environmental plans and <br /> goals of the community where it is located. Appendix I of the CEQA Guidelines indicates that a <br /> project would have a significant effect on the environment if it results in a substantial alteration <br /> of the present or planned land use of an area. A change in land use or a policy inconsistency is <br /> not by definition significant. <br /> �nnc.ct ncv with Planc and Policies <br /> City of Stockton and San Joaquin County General Plans and Zoning Ordinances <br /> The proposed project would be generally consistent with all relevant goals,objectives,and <br /> polices maintained by the City of Stockton General Plan and the San Joaquin County General <br /> Plan.
