M. Environmental Setting,Impacts,and Mitigations A. Land Use,Plans and Policies does not yet have a zoning designation for the current City-owned and annexed Austin Road Landfill site. The City also owns the CYA expansion area north of the existing site,and intends to acquire the expansion area(Brocchini Property)to the south of the existing site. The City would either acquire or obtain easement for the third parcel in the northeast comer,between Austin Road and the landfill access road. This parcel is currently owned by the CYA. California Integrated Waste Management Act(AB 939) The proposed project would be in conformance with the California Integrated Waste Management Act,as its projected operating life,fill rate and expected closure date are all based on calculations that assume full compliance with AB 939 by the City of Stockton. County Solid Waste Management Plan(CoS ) The proposed project would be in conformance with the San Joaquin CoSWMP,as the CoS identifies the expansion of the Austin Road Landfill. San Joaquin County Airport Land Use Plan The San Joaquin County Airport Land Use Plan addresses height and landfill bird populations within 10,000 feet of airport runways. The proposed project would be in conformance with Plan restrictions on height,as the proposed landfill elevations would not exceed 150 fat MSL. The height limit for this area is 180.5 feet MSL. The proposed project would,however,be within the 10,000 foot-distant restriction area for landfills. Refer to Impact A.3 for discussion of airport land use impacts. Regulatory Requirements The proposed project would obtain all necessary permits and reviews as a condition for project approval. Impact A.I. The proposed project would introduce additional landfill uses to an area characterized by existing landfill uses,agricultural ,detention center uses,limited residential uses and airport uses.
