M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Mitigation Measure AA. <br /> i <br /> None warranted. <br /> Impact A.S. The proposed project would limit the range of land use for future <br /> development in the vicinity of the site,although it could encourage future landfill <br /> development (ADVERSE) <br /> The proposed project would limit the range of land use for future development of the agricultural <br /> lands surrounding the site during the lifetime of the operation. Land use,noise,air quality, <br /> ti-affic,visual,and health and safety conditions created by the project during its operating phases <br /> would be incompatible with urban and residential use. After retirement of the project,the <br /> landfill would be covered and revegetated with drought resistant plants and grasses and <br /> maintained as open space. Public access would not be permitted on the site even after <br /> retirement,which would also serve as a deterrent for adjacent residential growth. This would be <br /> consistent with growth and agricultural land policies of the City and County General Plans, <br /> which discourage the encroachment of urban and residential uses on agricultural lands. <br /> The proposed project would place additional landfill use in an area with existing landfills,which <br /> could serve to encourage further growth of landfills in the area. However,the future growth of <br /> landfills in the vicinity would be subject to approval by either or both the City of Stockton and <br /> San Joaquin County. In addition,the current project has mainly Milled the area between the two <br /> existing landfills:outward expansion of either landfill in the future would more likely encounter <br /> more potential environmental impacts,which would make approval of such projects less likely. <br /> As a result,this impact would be less than significant. <br /> Mitigation Measure A.S. <br /> None warranted. <br /> Impact A.6. The proposed project would result in cumulative operational effects with the <br /> existing landfills and the proposed landfill improvement project in thea (ADVERSE) <br /> The implementation and operation of the proposed project would add to environmental effects of <br /> the existing Austin Road Landfill and the Forward,Inc.Landfill,and to the projected effects of <br /> the proposed Forward,Inc.Landfill Modification.
