M. Environmental Setting,Impacts,and Mitigations <br /> A. Land Use,Plans and Policies <br /> Mitigation Measure A3. <br /> Identified by this EIR <br /> (a) The project sponsor shall request FAA review of the proposed project and,specifically, <br /> bird abatement programs. The project sponsor shall abide by any additional reasonable <br /> and feasible measures designed by this agency to mitigate bird population impacts that <br /> could be caused by the proposed project. <br /> (b) The project sponsor shall conduct a bird survey before construction of the project and <br /> monitor bird population after operation of the landfill expansion begins. If the follow-up <br /> survey shows an increase in bird populations,increase mitigation measures such as <br /> covering the fill areas as soon as possible and using noise-makers and other measures,as <br /> necessary,to discourage birds from the site until bird population levels return to the level <br /> found in pre-expansion surveys. <br /> Implementation of either of the above mitigation measures would reduce the potential effects of <br /> Impact A.3 to less-than-significant. <br /> Impact A.4. The proposed project would extend the number of years of landfill operations <br /> and therefore extend the number of years for the potential of illegal dumping of wastes in <br /> the project area. (ADVERSE) <br /> The proposed project would only accept wastes from conuacted and permitted haulers. Hours <br /> during which refuse would be accepted at the site would be between 6:00 a.m.and 3:00 p.m.,and <br /> generally between Mondays and Fridays. All vehicle loads would be weighed and screened <br /> before unloading. Prohibited wastes at the landfill would include sewage sludge,asbestos,tires, <br /> abandoned vehicles,large dead animals,liquid wastes,hazardous wastes,white goods,and toxic <br /> or reactive substances such as: acids or corrosives;irritants;drugs;radioactive,flammable or <br /> explosive wastes;oil,batteries or fuel wastes;pesticides or insecticides;air-scrubber wastes; <br /> tank cleaning sludges or sediments;or contaminated soil or sand. The restrictions imposed by <br /> the proposed project on waste and the cost of expansion could be reflected in higher fees and <br /> restrictions at transfer stations for individuals and waste generators,which could result in a <br /> higher incidence of illegal dumping in the project area. Because restrictions and fees would only <br /> be marginally higher than existing restrictions and fees,and because penalties for illegal <br /> dumping are relatively expensive,the proposed project would not be expected to generate a <br /> substantial increase in illegal dumping. <br /> M.A.25 <br />
