SECTION 1 -LANDFILL EXPANSION ISSUES Page 1-6 <br /> Note that the liner for the vertical expansion will be placed in approximately twenty years; it will <br /> be constructed on top of the final cover that will be placed on the existing landfill within the next <br /> few years. <br /> 1.3.2 Regulatory Requirements <br /> The liner and leachate collection systems were designed to meet or exceed the requirements of <br /> the following regulatory sections: <br /> - California Solid Waste Management Regulations CCR Title 14, Division 7 <br /> California Water Regulations CCR Title 23, Chapter 15 <br /> - 40 CFR 257 and 258 (Subtitle D) <br /> The California Solid Waste Management Regulations, in the general design parameters(Title 14, <br /> 17628), require that the site design shall be based on appropriate data, one of which is leachate . <br /> control. The public health design parameters (Title 14, 17629)state that another factor that shall <br /> be taken into consideration is water quality. Title 14 also requires monitoring (Title 14, 17781 (b)) <br /> and collection of leachate during post-closure in accordance with Title 23, CCR subchapter 15, <br /> section 2543 (Title 14, 17781 (e)). <br /> Under the California Water Regulations, the Austin Road Landfill expansion is classified as a <br /> Class III landfill. Class III landfills are not required to have a liner system unless site <br /> characteristics alone do not ensure protection of the groundwater or'surface water. Where a liner <br /> is required, the design criteria is a single clay liner with a maximum permeability of 1 x 10-6 <br /> cm/sec (Title 23, 2533 (b)) with a minimum thickness of 1 foot (Title 23, 2542 (b)). Synthetic <br /> liners are required to have a minimum thickness of 40 mils. Class III landfills with a liner system <br /> are required to have a leachate collection and removal system (Title 23, 2 (a)). Class III <br /> landfills with liners are to have an unsaturated (vadose) zone monitoring program whenever <br /> feasible (Title 23, 2559). <br /> The federal solid waste disposal facility criteria (Subtitle D) require that new MSW landfills and <br /> lateral expansions be constructed in accordance with a design approved by an EPA certified state <br /> or with a composite liner system (40 CFR 258.40). At this time, it is unknown whether California <br /> will be allowed to use liner criteria different from the composite liner system. The design indicated <br /> in these conceptual plans assumes that a composite liner system will be the minimum <br /> requirement. <br /> Table 1-3 compares the applicable regulations and design elements for the proposed landfill <br /> expansion.
