Section 2 <br /> SITE OPERATIONS PLAN <br /> 2.0 INTRODUCTION <br /> This Site Operations Plan is prepared to provide guidance in the operations of the newly <br /> expanded Austin Road Landfill under more technical operational features and expanded regula- <br /> tory controls. Operation of the landfill under these guidelines will result in several modifications <br /> to the existing operation and facilities. Although waste volumes and daily landfilling operations <br /> will remain much the same, access, drainage and additional operation facilities will require <br /> increased coordination and oversight by the operator. <br /> The scale facility will be relocated onto the new access road. A temporary hazardous waste <br /> storage area will be located opposite the scale house and will require attendance at such times <br /> as any hazardous materials are delivered to or removed from the site. It is assumed that these <br /> deliveries will be sporadic and will not require continual attendance. <br /> The leachate collection system must be monitored and maintained. Haul of leachate must be <br /> coordinated to insure continuous capacity for landfill leachate at the holding facility. It is assumed <br /> that existing staffing is adequate for these items provided leachate is hauled by contract. <br /> The drainage system will become more extensive and require more attention; however, in the <br /> short term, no additional personnel are anticipated. During and after storm events, it will be <br /> essential that the surface water drainage and the leachate collection system be monitored to <br /> ensure that there is no crossover of these systems due to obstructions. Stockpile areas also <br /> must be monitored and maintained during these times to minimize erosion. <br /> Since materials excavated from new cell construction will be stockpiled on the existing landfill <br /> area, materials for daily operations will come from the borrow area. This will generally result in <br /> longer haul distances. <br /> Environmental monitoring will be more extensive with additional groundwater monitoring wells and <br /> landfill gas probes installed. Under current agreements, Pacific Energy is responsible for landfill <br /> gas; however, with an expanded facility, it is possible the City will assume at least a portion of <br /> this responsibility. <br /> 2.1 CONTROL OF INCOMING WASTE <br /> 2.1.1 Site Access <br /> Access to the City of Stockton's Austin Road landfill is provided on the east side of the site <br /> directly onto Austin Road, which intersects both French Camp Road 3.5 miles south of the site, <br /> and Arch Road two miles north of the site.
