State Highway 99 is a four-lane <br /> divided freeway, maintained by the State of California and the local roads are two-lane asphalt <br /> surfaced, all weather roadways maintained by the County of San Joaquin. <br /> A sign posted at the entrance to the facility provides pertinent information for the users, including <br /> the name of the facility, operating hours, a general list of prohibited materials, emergency phone <br /> numbers, and a phone number for hazardous waste disposal questions. <br /> Wastes are accepted at the landfill only from contract and permitted haulers. No private self- <br /> hauler may bring waste directly to the landfill. <br /> 2.1.2 Hours and Days of Operation <br /> The hours and days of operation of the landfill are as follows: <br /> ® Refuse trucks shall not enter the site before 6:00 a.m. nor later than 3:00 p.m., Monday <br /> through Friday. <br /> m Equipment compacting garbage and placing daily cover may operate between the hours <br /> of 6:00 a.m. to 5:00 p.m., with occasional operation extended to 6:00 p.m. where <br /> necessary to adequately cover the day's working face. <br /> is The site shall not be operated on Saturdays (except during Spring clean-up), Sundays, <br /> Christmas, or New Year's Day. <br /> a Other exceptions to the above hours and days of operations shall occur only under <br /> emergency circumstances. Notice of emergency operation shall be provided in writing to <br /> the City. <br /> 2.1.3 Site Security <br /> Due to the inherently dangerous nature of landfill operations all areas and facilities, other than <br /> those expressly designated for use by haulers, shall be considered as restricted areas. <br /> The landfill shall have a perimeter barrier or topographic constraints designed to discourage <br /> unauthorized entry by persons or vehicles. Areas within the site where hazardous or suspected <br /> hazardous materials are stored shall be separately fenced and properly identified. The entrance <br /> to the site must have a lockable gate, and must be locked outside of the usual operating hours. <br /> Salvaging and scavenging is prohibited at the landfill, except for the salvaging of white goods at <br /> the active face by landfill personnel in accordance with the requirements of the City's Source <br /> Reduction and Recycling Element (SPIRE) and the salvaging of tires (see discussion of 'Tires' <br /> under the Prohibited Wastes section). <br /> The landfill operator supervisor is responsible for providing overall site secudty during normal <br /> workinc hours. <br /> R.W.Becrc aro Associates Cfty of Stockton <br /> 1811.CC2 <br />
